My guess is to distract us so that we wouldn't comment about whatever seems to be growing out the side of her shoulders. Epaulettes? Wings? Shoulder Pads? Whichever, I'm seriously concerned that this may be the start of a new fashion trend since other people seem to like the shirt with whatever it is on the shoulders.

I'm 99% sure that that's not Venus, because the build and facial features look more like Serena to me. Venus is leaner and less busty. Neither dresses especially well, but Serena usually looks worse.
