What's implied by the video is worse than what's actually recorded. After all, we are talking about the killing of someone, however evil that person was. I just found the whole enterprise to be really low-rent, almost as if it was a spur-of-the-moment kind of thing. It seemed (to me) terribly disorganized, hastily put-together and the presence of cell-phone cameras indicates there were really no controls on who was in that room. If it was a room (it looked more like a stairwell to me, lending further crassness to the situation).

The actual hanging isn't really shown. He drops from the platform, out of camera, then there's a frenzied scuffle and a couple of images of him lying on the ground, noose still around his neck.

I'll pass no comment on him other than I was hugely unaffected by watching the removal from this planet of an evil bastard.

I wonder about that video. It sort of seemed like a "wag the dog" sort of thing. The quality of the mobile footage "leaked" may have been a very deliberate and calculated move. Anyone who has a mobile phone will know that whoever took that video must have had a very good quality handset. The guards must have been watching the invited 'audience' very carefully for sabateurs or assassins. Someone pointing their hand at saddam with a small dark object in their hand would surely not have gone un-noticed.

While the value of ensuring as many people as possible truly believe that Saddam is dead, might justify the deliberate leakage of the mobile footage online, it's not rocketscience to deduce that the same tactic might be used for less justifiable or altruistic objectives.
