Robin Masters from Magnum, PI. Unless you're a conspiracist who believes the Higgins was Robin Masters. Does Mildred Potter from MASH count? Unlike Peg Hunnicutt, who appeared in the filmstrip in that one episode...I don't know. But I guess MASH invites in Hawkeye's dad, Charles's father, Frank Burns's wife, etc. I don't think Klinger's roller-skating queen cousin Numnum (Namnoum?) was mentioned more than once, though. I have a weird feeling there was an Invisible Character in Murphy Brown... Murphys baby? Did we ever see the kid? Avery the baby was on often, but he only appeared in the last two seasons (I think...).

Monk's dead wife Trudy has shown up once or twice in either flashbacks or hallucinations, but other than that, she's definitely an invisible character. And then of course there was Mulder's sister Samantha. Even when she showed up we were never sure whether or not it was actually her That's all I've got. You can tell how much television I watch, eh? Cool thread though! I really have to put on my glasses because I read that as, "Mork's dead wife" and I was like, wait a minute, Mork was married? And chronies beat me! I was totally going to add Robn Masters (although I do believe that he was Higgins).

Proving the depths of my fangirlish lameness:
Fraser's mother from Due South was often mentioned, but I don't think she ever showed up. His (dead) father did with some regularity, but they only ever spoke about her in passing. Ray's (dead) father was invisible for a while, but eventually he showed up, too.

For our purposes, I think so. IIRC she doesn't appear in the regular series but we finally do meet her in the short-lived sequel After M*A*S*H.
Also from M*A*S*H - we never see the PA announcer.
Elizabeth from Sanford and Son. Widower Sanford clutched his chest and faked a heart attack yelling "I'm coming' Elizabeth" whenever Aunt Esther gave him grief. To the best of my knowledge Elizabeth was never shown in flashbacks or otherwise.
The Prime Minister from Yes, Minister before James Hacker became PM.

Also from M*A*S*H - we never see the PA announcer. That one reminded me: if anyone remembers Salute Your Shorts, we never saw Dr. Kahn (the actual person in charge of the camp), we only heard his voice on the loudspeaker.

Carlton the Doorman on Rhoda. Never really seen but stole the show in a lot scenes his voice was in. He was the voice of Garfield in the Garfield cartoons too of course.

Let's see:
Edina's son Serge "AbFab" (Yes, I know, supposedly they found him later...I didn't see that ep, though).
Whoever the bosses were on "The Avengers" before it went to color and there was "Mother" (I liked the fact that they just got down to business, no situation briefings, just "we're needed"...awesome).
Peggy's mother on "Married...with Children"...because I don't think they could have FOUND anyone THAT fat to play her that could meet the epic proportions she was made up to be.
#1 on "The Prisoner"...'nuff said.
Luther Sachs and Louise Goodwin on "Sports Night" (yes, now I'm digging, but they were mentioned plenty)
If I come up with more, I'll be back. :-)
ETA: And we've probably never seen Scooter's uncle, AKA the owner of "The Muppet Show" theatre. But that's re-ee-eeally reaching.

Sheridan, Hyacinth Bucket's (That's Bookay to you), son on Keeping Up Appearances was never shown. All we got was one-sided conversations where it was obvious to everyone but Hyacinth, that Sheridan was gay.

I feel like there are plenty of Game of Thrones characters that should be mentioned, like Aerys the Mad King, Jon Arryn, Rhaegar Targaryen and Lyanna Stark because their actions, or things that happened to them, are responsible for the overall plot. But they're posthumous characters, so they don't fit the "around but not seen" model.
