The theme from "Brian's Song" never fails to make me teary. Add to that Beth Nielsen Chapman's "Sand and Water," Lucinda Williams' "Side of the Road," and Peter, Paul & Mary's "Leaving on a Jet Plane" if I'm already feeling a little low.
ETA: Oh, and Lucinda's "Lake Charles" if I'm feeling the least bit homesick, 'cause...well, it's my hometown and I love that damn place.

"Ice" by Sarah McLachlan always makes me feel melancholy.

There is a song by George Jones called "He stopped loving her today" and just reading the lyrics has made me cry in the past.

Let's see:
"Winter" by Tori Amos "Solitude" by Edwin McCain "Don't Go Away" by Oasis "Hold on Hope" by Guided by Voices "Who Wants to Live Forever" by Queen "Nothing in my Way" by Keane "Absolutely Zero" by Jason Mraz
and finally, the one song that manages to make me cry without fail every time I hear it:
"Daniel" by Elton John.
I don't know why that is. I guess because it's so subtly sad, almost hopeless.

"Ribbons Undone" by Tori Amos makes me cry. And NO songs make me cry. I don't know why that one does either, because it's just about her watching her little girl grow up. But oh my god, waaaah!

"Two Little Boys" by Rolf Harris. *sniff*
The worst thing is that it starts off all jaunty about the two little boys in the playroom fighting over toys, and you think it's going to be sunny and pleasant - and then they grow up and the tone darkens and Rolf gently sings "Do you think I would leave you dyyyyying" and it's a truly heartbreaking moment.
"Did you think I would leave you dying When there's room on my horse for two Climb up here Joe, we'll soon be flying I can go just as fast with two Can you feel Joe I'm all a-tremble Perhaps it's the battle's noise But I think it's that I remember When we were two little boys..."
Waaaaah!!!! I'm actually afraid to listen to it again, that's how sad it is.

The theme from "Brian's Song" never fails to make me teary. Oh gosh, how could I forget! True story--when I was in high school, a bunch of my brother's friends were hanging out in our living room trying to out-macho each other, so I finally said that I could make them all cry within a minute. I made them all sit down and close their eyes and wait for a few seconds until it was perfectly quiet, then I sat down at the piano and played the theme from Brian's Song. Bingo--tears streaming down faces and lots of throat-clearing. And they spent the rest of the evening talking about other movies and TV shows and songs that still made them cry. My work there was done.

There is a song by George Jones called "He stopped loving her today" and just reading the lyrics has made me cry in the past. Holy crap. That one gets me too... 'cause he's DEAD! Waaaah? If Neil Diamond's "I am I said" comes on, I lose my shit if I sing along. It reminds me of all those times I don't fit in and can't find my way in this crazy world. It gets me a little verklempt, what can I say?

Johnny Cash's cover of "Bridge Over Troubled Water" makes me verklempt each time I hear it. The S&G version isn't sad to me, but the Cash cover, knowing he's singing it after June's death and just before his own? It turns into something completely different.
I also think Elton John's Daniel is so sad, and "He Stopped Loving Her Today" reminds me of a friend of mine who died, so, yeah, lots of tears.
