Ah that makes more sense because I saw the other dress that she’d allegedly reworked and I couldn’t see how it became this dress. I mean with the right skirt the top of the dress would have looked way better but I can’t see anything saving that skirt.

I don't know why it is such a big deal to re-wear a dress. I don't think reworking a dress is a bad idea at all and would be really cool if done right.
If you really want to chop semantics then people have been dressing sustainable long before it was a thing. It's called vintage.
Remember Winona Ryder in vintage Pauline Trigère at the 2000 Oscars? Remember Julia Roberts in vintage Valentino for her 2001 Oscar win? There are many others.
There is a youtube channel called The Way We Wore, named after its namesake shop in LA and the woman who runs it is always showing off beautiful vintage garments and talking about someone potentially wearing it on the Red Carpet.
