Yup, I remember reading that Harvey's blindness, diabetes, and growth problems were genetic. Makes you wonder if Dwight is the defective gene because she quite happily got pregnant fast with the new hubbie.

Yeah, I was pretty certain that drinking and drugs contributed to Harvey's eventual condition.

Maybe it was a combination of both genetics and her erratic behavior during pregnancy?

I remember reading an interview with Jordan/Katie where she said she was intially told that Harvey's condition was due to drinking etc, and that she was devastated by this, later when they made a proper diagnosis apparently they said it wasn't down to anything she could have done and that was a relief for her.

Harvey has septo-optic dysplasia:

Septo-optic dysplasia (SOD) (de Morsier syndrome) is a congenital malformation syndrome manifested by hypoplasia (underdevelopment) of the optic nerve, hypopituitarism, and absence of the septum pellucidum (a midline part of the brain). In a severe case, this results in pituitary hormone deficiencies, blindness, and mental retardation.

The cause of septo-optic dysplasia is not known. Rare familial recurrence has been reported, suggesting at least one genetic form, but in most cases it is a sporadic birth defect of unknown cause and does not recur again with subsequent pregnancies.
