By "chill out albums," I mean the CDs you play when you are trying to relax, get to sleep, and otherwise not think too much.
My only reliable chill out album of recent years is Corinne Bailey Rae's debut CD, which I love. When it comes to clearing out my brain with minimal effort, it never lets me down.

Since high school, my chill out album has been "Victorialand" by the Cocteau Twins. If I'm ever in a position where I am freaking out and need to just take 30 minutes to meditate/clear my mind, that's what I reach for.
Also good, "Homogenic" by Bjork, and "Finally We Are No One" by Mum.
"Mezzanine" by Massive Attack is so sonically dense, it's epic chill-out material. It just envelopes you and makes you lose yourself in the sound.

Anything by Norah Jones or Mishka. I also find Karen Carpenter's voice extremely soothing.

"So Tonight That I Might See"--Mazzy Star YMMV, of course. Yes! Great album. More of a drugged-out chill but it works. I like Air's first album. Portishead's Dummy is a good one. I tend to respond to low-end sounds when I want to chill. Slow beats and not too many vocals.

I HIGHLY recommend Module's Dreams for the Sleepless. (bonus for being a free download) It never fails to soothe my frantic thoughts and lull me when I can't sleep or am on edge. It's fascinating, too, the way he incorporated night time city sounds into the music. Another great one to check out is Rhian Sheehan. I'm particularly fond of Tiny Blue Biosphere. Lovely to listen to while soaking in a relaxing bath.

Thank you for this thread! Time to add some more Cocteau Twins and Portishead back onto my iPod. I also enjoy listening to Zero 7 and Thievery Corporation.
