It was a truly terrible movie but Richard Gere in The Jackal pretending to be an IRA agent just made me laugh and I don't even speak English as my first language!

James Cromwell in L.A. Confidential. It took me several viewings to work out that he was the Irish Police Chief and not just the weird Police Chief.
Brad Pitt's 'Belfast accent' in The Devil's Own is quite bad as well, although it's hard to do without over-egging it.
Can we create some kind of honourary award for Keanu, Winona and Natalie for inexplicable mangling of an English accent?

I adore Ewan, but I agree with you on this. He tries so hard, but it never sounds quite right.

Ben Kingsley in Harold and Maude. I couldn't tell what the hell was wrong with him-- I thought it was some weird English accent I just had never heard. Then about halfway through his scene it occurred to me: "Oh! He's trying to go a Texan/American cowboy accent. Wow, that is painfully wrong. Damn."
The same thing happened with Kirsten Dunst in Elizabethtown-- I struggled with trying to figure out what was wrong with her then realized she was half-assing a Southern accent. Southern accents-- not as easy as people tend to think, I guess.
Also-- Jude Law's American accent is really weird sometimes.
