I think the original thread has unfortunately expired as a search turned up nothing so...
I'd like to revive this thread in honour of Anthony Hopkins whose attempted kiwi accent in The World's Fastest Indian turned a truly bland and inoffensive movie into a cringe-worthy comedy of epic proportions.
Now I realise the man is Welsh, but that doesn't explain the round-the-world-trip his accent took. New Zealand via, Wales, California, South Africa, with a brief pitstop in outback Australia perhaps. Lucky for him he was surrounded by non-kiwis for most of the movie.
I think this movie may have opened in the US late last year but it only just came out here in Australia.

Tom and Nic in Far and Away - bloody awful begorrah top-of-the-mornin'-to-ye.
In fact, most people trying to do an Irish accent pretty much suck at it.

Natalie Portman's unidentifiable dialect in "V for Vendetta". Mind boggling. I spent too much time in the film trying to figure out where the heck she was supposed to be from.

Nicole Kidman in Cold Mountain. Shudder.

Brad Pitt and his "rasta" accent in Meet Joe Black. Coupled with his weird acting technique of grinning and looking sideways and rolling his head, this cracked my shit up.

For about a year after that movie my brother and I would turn to each other and say "Tell mee yu lak mu hat!" (translation: "tell me you like my hat") because that was by far, the worst scene in that movie.

I'd say Sean Connery in anything. For someone who is supposed to be a respected, seasoned actor, he makes absolutely no attempt to disappear into his character, accent-wise. In one movie (that I couldn't sit through) I think he was playing a Russian, and he still didn't bother disguising that brogue. There's something rather arrogant about it -- Like he's thinking, "Hey, I'm Sean Connery and if I say I'm a Russian, than I'm a Russian! Don't expect me to go to the trouble of acting!" I dunno, over the years this has become increasingly annoying to me.

He put forth no effort to sound remotely British.

According to legend (and IMDB), Costner's English accent was so terrible the director forbade him from trying. Costner used it while he argued with the director to be allowed to use an accent. So, apparently we were spared.
I submit Ewan McGregor in any movie he's playing an American. He takes a cue from Nicole Kidman and thinks whispering changes his nationality.
