Roisin54 is basically right. It has to do with those pesky mechanical rights I am always on about. But also the new format craziness.
Best example was Bowie.
When CDs came out RCA (Bowie's label) pressed up a shit ton of Bowie CDs and sold them. They even graciously paid David the same royalty rate he got for records and tapes.
Problem was, Bowie was business savvy, and noted that digital was a new format not covered in his contract with RCA. He sued the label, and won. RCA had to stop selling CDs (don't remember if they had to recall them). It led to a weird time where Rykodisc had Bowie signed for CDs, and RCA for older formats. Very odd, and very lucrative for Mr. Bowie.
Another fun example is WKRP in Cincinnatti. The DVDs that eventually came out were delayed because in the original run, they used real hit songs if the day, but the licensing was insane, so they replaced all the music with style-similar library music.
This is also why the Donny and Marie Show will probably never get released on DVD or Netflix, despite Donny working for years in the studio to clean up and remix every single episode.

But didn't they agree to that when they agreed to let it be used for the show? Like a music video?
But they released stuff by Dean Martin and he had singers too!
I get that it's about rights and format but jeez Louise! They could be making money on this stuff!

Most of this, the musician's would LOVE to make the money! But the show owners don't want to pay for it.

I get that it's about rights and format but jeez Louise! They could be making money on this stuff! A TV show airing is a non-physical format, and it only plays once or twice in a short period. The consumer doesn’t specifically pay for those airings, they pay for the cable or the premium channel (or they pay for nothing if it’s a broadcast channel.) A DVD is a physical format that the consumer pays an additional amount for, and it can be played as many times as they want. And Ratscabies is right, most rights holders would love to make more money for letting the songs be used in other formats. The content distributors however don’t want to have to pay them more than once. And that’s how you get the complete series of Daria on DVD with bland elevator music instead of the 90s music that was originally in it. Because MTV didn’t want to shell out even more money to Daft Punk et al. Not that I’m bitter about that or anything. And music videos are a promotional tool for the artists and record companies to drive sales. It’s an entirely different entity because they already own the song they’re using. MTV (or YouTube more likely) just plays them. They don’t make them.

Today is the 25th anniversary of Kurt Cobain's death.
I was in the kitchen of my college apartment, making dinner. Had MTV on. They did a breaking news thing and Kurt Loder announced it. I was not even a big fan of the band, but I remember it clearly.
I hope somewhere his tortured soul found some peace.
