He was instructing the maid to shut the dogs up. He wasn't yelling, but he certainly was talking to her like she's an idiot who wasn't doing her job properly. It reminded me of the way Karen Walker talked to Rosario on Will & Grace.
The maid's English is probably better than his Spanish, so "Las perritas! Suficiente! Suficiente!" seems like an imbecilic way of communicating.

Fine, whether someone thinks it qualifies as "screaming" or not isn't really the point in my mind. The point is the entire scenario.
I find it hilarious that he decides to interview someone he knows is highly controversial, so he knows the interview will draw a lot of attention even though he's lobbing nothing but softballs. Because, let's face it, the Baldwins have proven to be desperate for whatever attention they can get. He knows up front he will be criticized because he turns off the comment function. But self-conscious Alec is not. He looks disheveled, like he just decided to do this on a whim after a spot of yard work. Then Alec and Woody end up having a whole bunch of technical difficulties--which really couldn't happen to two nicer people. Then, while still on camera, Alec gets up to either yell, scream, or loudly instruct the help to shut the dogs up.
The whole thing was a goofy amateur hour, and getting up in the middle of it, unmuted and still on camera, to speak in a rather demeaning tone to his housekeeper is critique-worthy in my book.

If Alec's going to continue to support his wife's delusion she's Spanish, butcher the beautiful Spanish language, speak harshly to an overworked (and possibly underpaid) maid, AND host a talk with Woody Allen (revoked his membership, AMPAS!)? He's fair game for mocking, Alec's always been an asshole and bully (to be fair, he was great in The Cooler and deserved his Oscar nomination).

According to DM and my car radio, he has reached some sort of agreement with the Hutchins family. They're going to resume production early next year and Halyna's widower will get some kind of producer credit. They must have thrown a metric butt ton of money his way, and I can't help but wonder if this is all in hopes of influencing any charging decision.

Who exactly wants to see this movie? I certainly don't.
Halyna's widower should realize that she may have been an awesome and talented woman who was dedicated to the project, but it was still beneath her, and that was before she lost her life to it. I don't think this movie being completed "in her memory" is doing any actual service to her memory.

No, it's not doing any actual service to her memory, but he does get the money without having to go to court this way.

I hope the surviving family follows up with taking this case to court. The legal system should have a precedent in negligence on a professional movie set. No one should be killed at their work, and incompetence that leads to a loss of life should be punished more harshly (looking at you, John Landis...).
