It would really make sense to me if that were true. He and Robin were always a "best friends" type couple, but it didn't seem very sexual. People can be happy for a long time with an incomplete sort of relationship like that, but after a while it stops being enough. If he fell in love with someone in particular, he might have realized what he was missing.
