With PayPal the buyer only has 45 days from the day they sent a payment, so if it is has been more than 45 days since the buyer paid, they can't file a dispute through PayPal. Unfortunately, they could still go to for example cc company.
Back to eBay, I am starting to hate half.com, what is up with all the half assed sellers? I purchased 3 CD's 3 weeks ago, recieved one. Simply got refunded after 3 weeks by the other two sellers claiming they could not ship....whatever, they could have said that the minute they got my money.

That said, I not trying to rip anyone off. Really. I just think its an unfortunate situation for both of us. I'll happily refund 1/2 of the purchase price, but not the shipping costs. I've asked for proof first though. This is the 2nd person in a few months to tell me something is broken. The first person never sent me photographic proof, so I'm assuming they were lying.

Funny, I actually bought some plaques that came to me broken (I did send a photo) but I never heard back from the seller. I never pushed it further as I didn't know if the seller was responsible or not, but it sucks to have paid that much money for something I can't use.
I've had it happen in the past where the sellers were very nice and just send me a replacement for the broken items.

I had a really great run on a bunch of DVDs I won in auctions recently. One shipper actually had an automated message that said he would ship by noon of the same day depending on when I sent my payment. It was the first time I'd experienced that. I don't know if this was quick service on the DVD circuit in particular, or just a good few weeks or what. I gave them great feedback, regardless.

I am having trouble with a seller on ebay and I'm not sure what to do about it. I won a gameboy advance sp on Sunday, November 25th, purchased insurance and paid immeidately throught paypal. On Monday, Dec. 3rd, when I still had not received the item, I emailed the seller asking nicely for a tracking number (I'd won other auctions on that same day and this was the only item still missing. And of course, it was the most expensive item. Siiiiggghhh.) I didn't hear back from the seller. I waited 2 more days then emailed her again asking for the tracking number and saying if I didn't hear from her in 24 hours, I'd assume she was trying to commit fraud (she lives one state over from me. There's no reason it shouldn't be here already.)
I heard back from the seller telling me that she'd shipped my items that day. Thanks. 10 days after payment? WTF? So I emailed her again asking for the tracking number. I told her if I didn't get it by next Monday I was asking paypal for a refund. She wrote me back a snippy "yea, u will get ur item. Thanks." No tracking number. She's obviously a psycho and playing games with me to boot. I have no problem leaving negative feedback and I look forward to it at the end of this horrible transaction.
What do I do? Go to paypal? Will they help me? If I get the item and it's not all broken up and horrid I'm willing to let it go and just leave negative feedback on ebay. Buyers beware!!! But I don't think she sent it, and if she did, I don't expect it to be usable when I get it. Is there any way pappal will be able to get me the tracking numbers at least? I am so disgusted. I rarely buy things on ebay but every other transaction has been smooth and easy. This item cost over 70 bucks and I can't piss that away easily. Especially because it was a Christmas present (My son had one and lost it, which is why I didn't want to buy it new again!) I need to get that money back so I can replace it.
The selle had 100% positive feedback for selling, one negative for buying. I thought it was safe. What a mess...

Ernestine, I don't have any advice about Ebay since I tend to stay away from there myself. I do have some advice on buying a used Gameboy Advance SP, however. If your town has an EB Games or Gamestop, they tend to have used handheld gaming units for sale there. The nice thing about that is 1) no shipping and 2) they are usually guaranteed to work. Just an idea if this one you're supposed to be getting doesn't work out.

Paypal won't let you file with them until a certain amount of time has passed, I think. (I can't remember. I've had to file twice.) But it can't be over 45 days. You can file a dispute and the seller can say, "Oh! Well, here are the tracking numbers to that!" Paypal won't get the tracking numbers for you, though. They're basically just mediators that can give you back your money (if they feel like it - heh). That being said, I'd open a claim. If you've paid money and the seller hasn't coughed up the merchandise (especially if it's bought on eBay), then Paypal will normally make them pay ASAP.

On PayPal you can file a dispute up to 45 days after you send the money, there is no minimum timeframe, so you can file 2 minutes after you sent a payment if you want. But don't dare wait past 45 days or you are not going to get anywhere.
Don't even waste your time trying to file on eBay, they can't do jack to get your money back.
The best thing you can do as a buyer on eBay: Make sure the item you are buying actually has enough Buyer Protection to cover the cost of your item.

Thanks guys! I filed a dispute with paypal. Still haven't heard from the seller (all I'm asking for is the tracking numbers!) If I don't hear back by 24 hours after I filed the dispute, I will escalate it to a claim and try to get my money back.
What a friggin' nightmare.

Is there anything you can do when you feel the shipping and handling charges are too high on an item? I bought a toy for Christmas; I did think at the time that the shipping was too much, but I assumed it would come Priority for that much money. Nope...item was shipped parcel post and took 14 days to arrive after payment. I emailed seller but have gotten no response.
