The dude with the cane is a lawyer, I think he was originally one of the Commodore's cronies. So he has reason to not like Gillian and probably viewed her as a squatter in the house.
Narcisse is going to work for J. Edgar Hoover informing on Marcus Garvey's activities, in exchange for which he will not be prosecuted for anything nor will he be deported. He's not happy about it though.
Richard had said earlier in the season when he visited his sister that he didn't want to kill anymore, he was tired of it. My guess is that's why he was so shaky. He really didn't want to kill Narcisse and was only doing it to protect Tommy.

Richard also had his hand stepped on. A few episodes ago he didn't do a job and instead went back home, to the farm where his sister was living. Then two thugs cornered Richard in the barn. He stabbed one man to death but when he was reaching for the gun, the heavier man stepped on his hand and broke it; right before he was about to kill Richard, Emma, Richard's sister blew the guy away. I guess being badass ran in the family.
Shit, even I wanted to kill Narcisse, if just to get him to shut the fuck up so I wouldn't have to listen to that pretentious babble anymore.
If Richard had seen Narcisse's awful, awful "play" he put on, he would have blown him away, no problem. I mean that shit was a crime against art.
Now I'm going to say some unpopular shit. Richard was my favorite character, Richard was the reason I started watching the show, I adored Richard, I wrote Harrow fanfic, okay.....BUT, I really think they could have written Richard out after Jimmy was killed. Though I liked his story in season three, I knew it wouldn't end well. Richard was the typical romantic, tragic hero, Heathcliff, Romeo; never going to have a happy life. So I think it would have been cool if he just went back to the farm after Jimmy's death.

I totally forgot about his hand! IA: Narcisse was extra creepy, and I thought Harrow was mainly around so Jimmy had someone who understood him. He seemed to wander after his death. Still, I felt a little heartache when he asked Nucky where Jimmy was buried.
I thought his death was a graceful one, though: by the water, envisioning himself whole. He was so sad, and his ace in the hole was being brilliant at killing people. When he missed his target--and clipped an innocent person at that--it seemed to seal it for him, really.

Narcisse reminds me of this man who lived in my neighborhood when I was a kid, whenever he came around, we'd all run away; I have a feeling he was probably a pedophile but no one ever said anything to us.
I agree that Richard wandered after Jimmy's death, he seemed to just be hanging around. I have a feeling everybody realized that Richard was a favorite character and they didn't want to get rid of him, but they didn't know what to do to him either. I mean his love story was weird to me, especially for an HBO show; I mean why didn't we get a scene where Richard takes his mask off in front of Julia for the first time, what would her reaction be? The audience never got to see Richard in a domestic setting really. I wonder if that had anything to do with the CG that had to be done when they showed the maimed left side of his face, maybe that effect was too expensive to be shown all the time. (Notice how in Richard's final scenes, his left side is never shown)

Did anyone catch the last season? I just watched the latter half including the series finale today, and wow, how appropriate that last scene.
